Development
The Development Team for South Village is a partnership between Arteco Partners and Village Partners. Collectively, this team is known as South Village Partners.
Building Architecture
The South Village architecture team is made up of four world-class architecture teams designing individual buildings. Each architecture team brings their own unique perspective to the project, but all teams are united by shared project values.
Public Realm
Multiple interdisciplinary design teams are collaborating on the public realm design of South Village, including the Urban Design team from Moule Polyzoides, the Placemaking team from Torti Gallas, and the Civil Engineering team from Fuscoe.
Arteco Partners is a community-minded builder and innovative operator of new and adaptive-reuse and mixed-use projects. Based in downtown Pomona and led by Claremont-native and long-time Claremont residents Jerry and Ed Tessier, Arteco’s development approach and management expertise thrives in pedestrian scale, mixed-use, historic and cultural environments. Arteco has developed historic, cultural, academic, and arts-themed projects in nine Southern California cities, most often working in public-private partnerships with municipal agencies and collaborations with non-profits and community organizations. Arteco has renovated and re-positioned over 500,000 square feet of historic buildings, dozens of which have historic designation and often were threatened with demolition, including in Claremont the Claremont Packing House and Padua Hills Theater.
Arteco also operates multiple entertainment and special events locations that often feature extensive community-based non-profit programming, such as the 2,000 person capacity Pomona Fox Theater, Vail Headquarters, and Riverside Game Lab. After developing and operating multiple restaurants, Arteco started a Culinary Division in 2017 which is building and operating multiple food halls, including Inland Empire’s first food hall, the Riverside Food Lab. The Tessier family donates over 40,000 square feet to arts and educational nonprofits, and have co-founded, built and help operate non-profit community service providers such as the community and collegiate art exhibition space, the Progress Galleries, and the 750-student charter School of Arts & Enterprise, and the Downtown Pomona Owner’s Association Business Improvement District. Arteco has collaborated amongst others with the Claremont Museum of Art, American Museum of Ceramic Art, Cal Poly Pomona, Western University of Health Sciences, Cal State Los Angeles, the Los Angeles County Fair, the DA Center for the Arts.
Development Team
Village Partners is a full-service real estate development company focused on the development of distinctive in-fill mixed-use projects, including multi-family residential, retail and complementary office. Our vision is to offer more innovative forms of housing in mature urban areas and high-traffic suburban areas complemented by shopping and dining experiences one might find in a dynamic metropolitan area.
Our focus is on transit-oriented development that is rooted in sustainability, active mobility, inclusivity, and authentic community engagement. Village Partners combines the best aspects of neighborhood and urban life, focusing on making livable and walkable communities.
Development Team
Moule Polyzoides Architects & Urbanists is leading the urban design of the entire South Village and designing the architecture of several buildings. Stefanos Polyzoides earned a B.A. and M.Arch degree in Architecture and Planning from Princeton University. His career has engaged a broad span of architecture and urbanism, its history, theory, education and design. He is a co- founder of the Congress for the New Urbanism and, with his wife Elizabeth Moule, a partner in Moule & Polyzoides, a Pasadena, California practice since 1990.
The firm has an international reputation for design innovation and a strong track record demonstrated in over 300 completed projects. Its work has been published worldwide, showcased in various museum and university exhibitions and has received numerous awards for excellence. It is accomplished in producing beautiful and appropriate individual buildings, as well as master plans for districts, neighborhoods, towns and cities. Its award-winning design team has produced significant theoretical and practical advances in the areas of urbanism and housing. In Claremont, Moule and Polyzoides have worked extensively with the Claremont Colleges. Moule and Polyzoides devised the Master Plan for both Scripps College and Pomona College, and led the design of Scripps College New Hall and Sallie Tiernan Field House.

Torti Gallas + Partners is leading public realm placemaking in the South Village, and designing building architecture. Established in 1953, Torti Gallas and Partners maintains a global practice of planning, architecture and urban design. With a talented staff trained in multiple disciplines, Torti Gallas has helped hundreds of clients create sustainable growth and development, understanding that smart design of the built environment directly influences economic strength, neighborhood health, and community livability. Our goal is to apply our strengths at all scales of human development, to bring high-value designs and implementation strategies that enhance the character of a community, provide a sustainable infrastructure for its future, and yield increased asset values for our clients.

Since our founding, Torti Gallas has designed over 400,000 residential units, millions of square feet of office space, and planned over 1,000 residential and mixed-use communities. The firm's project bandwidth spans commercial, retail, hospitality, mixed-use and residential developments, as well as public streets and parks. On-going company objectives include developing leading-edge engineering solutions, while promoting sensitivity to the environment. Fuscoe has offices in Irvine, Los Angeles, San Diego, Ontario, El Centro and San Ramon.
